Support logging configuration

**Feature request**
It would be great to have export for core.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_export` with default `false`.

No files, tests, or entry points are named. Start by locating the configuration handling and logging/export paths, then determine what “export for core” means and where `enable_export` should apply. Done means the option defaults to `false` and production users can enable the requested export behavior.
