Improve helpers performance

**Feature request**
It would be great to have notifications for api.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_notifications` with default `false`.

No file, test, or entry point is named in the issue. Start by locating the API configuration and notification-related code, then trace how configuration options are defined and consumed. Done means an `enable_notifications` option defaults to `false` and enables the requested API notifications when set to `true`, with suitable coverage for both settings.
