Add configuration options for import

**Feature request**
It would be great to have sorting for validation.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_sorting` with default `false`.

Locate the import configuration definitions and the validation path, then inspect existing tests or conventions for option defaults and ordering behavior. The work is done when an enable_sorting option defaults to false and sorting for validation is covered by appropriate tests.
