Add configuration options for pagination

It would be great to have monitoring for api.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_monitoring` with default `false`.

No files or tests are named. Start by locating the configuration handling and API monitoring entry points, then clarify how the pagination request relates to the proposed enable_monitoring option. Done means the option defaults to false and the intended production monitoring behavior is covered by an appropriate test or verification.
