Refactor parsers for better readability

It would be great to have notifications for lib.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_notifications` with default `false`.

Confirm how configuration defaults are represented, then implement and verify that enable_notifications defaults to false and controls the requested notification behavior; the issue does not name a specific file or test to run.
