Refactor api for better readability

**Feature request**
It would be great to have retry for utils.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_retry` with default `false`.

Start by locating the utilities code and the configuration handling for a suitable entry point. Check how the new enable_retry option should be represented with a false default, then verify the retry behavior for production deployments and add or run the relevant tests.
