Improve error messages in data

**Proposed solution**
Add configurable retry with sensible defaults.

Start by locating the route-handling entry point and reviewing how failed requests currently produce errors. Trace the existing data path before deciding where configurable retry settings belong. The work is done when routes retry according to configurable sensible defaults and the resulting behavior is covered by the relevant existing checks.
