Add configuration options for serialization

**Feature request**
It would be great to have monitoring for store.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_monitoring` with default `false`.

The issue names no files, tests, or entry points. Start by locating the configuration handling and store serialization code, then determine how monitoring is exposed and where production behavior is observed. Done means an `enable_monitoring` option exists with a default of `false` and the intended monitoring behavior is covered by tests.
