Add configuration options for timeout

**Feature request**
It would be great to have timeout for services.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_timeout` with default `false`.

No files, tests, or entry points are named. Start by locating configuration parsing and the code that starts or manages services, then determine the intended timeout behavior and its scope; done should include a documented default of false and coverage for the enabled and disabled cases.
