Add rate limiting for pagination

**Feature request**
It would be great to have compression for config.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_compression` with default `false`.

First resolve the mismatch between the title, which requests pagination rate limiting, and the body, which requests config compression. Then locate the configuration entry point and determine where a new enable_compression option with a default of false would be defined and consumed; done means the agreed feature works for production deployments and is covered by the relevant existing checks.
