Add TypeScript types for parsers

It would be great to have logging for utils.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_logging` with default `false`.

First reconcile the title, which asks for TypeScript types for parsers, with the body, which requests utility logging and an enable_logging option.
