Optimize services for large datasets

**Feature request**
It would be great to have filtering for utils.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_filtering` with default `false`.

Start by locating the utils or service configuration entry point and inspect how existing options are defined and tested. Clarify what objects or data should be filtered before making changes. Done means the enable_filtering option is accepted, defaults to false, and the intended filtering behavior is covered by appropriate tests.
