Add configuration options for notifications

It would be great to have encryption for api.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_encryption` with default `false`.

Start by locating the API configuration handling and the entry point where API traffic is processed. Determine how the enable_encryption option should affect production deployments, including its default-off behavior, then verify the configuration path and encrypted API behavior with the existing tests or deployment checks.
