Add rate limiting for serialization

**Feature request**
It would be great to have caching for parsers.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_caching` with default `false`.

First clarify whether the requested change is rate limiting for serialization or caching for parsers, then locate the relevant serialization/parser configuration path and existing config options. Done should include an agreed behavior for enable_caching, its default, and tests covering the selected feature.
