Add rate limiting for retry

**Feature request**
It would be great to have timeout for validation.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_timeout` with default `false`.

The issue names no files, tests, or entry points. First locate the validation and configuration handling, then clarify how enable_timeout should affect retries and what timeout value or behavior is expected; done should include a default of false and coverage for the agreed validation timeout behavior.
