Refactor data for better readability

**Feature request**
It would be great to have import for auth.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_import` with default `false`.

No files, tests, or entry points are named. Start by locating the configuration handling and existing authentication-related code, then trace how production deployment settings are loaded. Done means the new enable_import option defaults to false and supports the requested auth import behavior.
