Add unit tests for core

**Feature request**
It would be great to have pagination for hooks.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_pagination` with default `false`.

No files or existing tests are named. Start by locating the hook handling and configuration parsing, then identify the core test entry point. Done means pagination for hooks is covered by unit tests and the new enable_pagination option defaults to false.
