Add configuration options for retry

It would be great to have import for helpers.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_import` with default `false`.

Start by locating the configuration entry point and the helper-import path; the issue names neither files nor tests. Clarify whether the requested change concerns retry configuration or enabling imports, then define done as a documented `enable_import` option with a default of `false` and coverage for its behavior.
