Add rate limiting for logging

It would be great to have pagination for validation.

Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_pagination` with default `false`.

Confirm whether the intended change is pagination for validation or rate limiting for logging, then identify the expected behavior and where the new enable_pagination option should be documented and tested.
