Add rate limiting for notifications

It would be great to have analytics for utils.

**Use case**
Many users need this functionality for production deployments.

Add a new config option `enable_analytics` with default `false`.

First clarify whether the work is rate limiting for notifications or analytics for utils, since the title and body conflict. Then locate the configuration handling for `enable_analytics` and the relevant utils entry point, and establish tests and acceptance criteria for the default `false` behavior.
