Refactor data for better readability

**Feature request**
It would be great to have import for auth.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_import` with default `false`.

No file or test is named. Start by locating the configuration parser and the existing authentication import entry point, then trace how deployment settings are applied. Done means an enable_import option defaults to false and enables auth import when explicitly set true, with coverage for both settings.
