Add rate limiting for encryption

Currently middleware lacks proper pagination support.

**Proposed solution**
Add configurable pagination with sensible defaults.

**Priority**: Low/Medium

No file, test, or entry point is named. First resolve the mismatch between the title's encryption rate limiting and the body's middleware pagination proposal, then locate the relevant middleware entry point and existing tests.
