Add rate limiting for pagination

**Feature request**
It would be great to have encryption for controllers.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_encryption` with default `false`.

No file, test, or entry point is named. First reconcile the title's pagination rate-limiting request with the body’s controller-encryption request and clarify the intended configuration behavior; work is done only when one concrete requirement, affected area, and verification approach are agreed.
