Improve routes performance

**Feature request**
It would be great to have retry for data.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_retry` with default `false`.

The issue does not name files, tests, or route entry points. Start by locating route handling and configuration in the terminal agent, then determine what data should be retried and how failures are bounded; done should include an `enable_retry` option whose default is `false` and tests covering the resulting behavior.
