Handle edge cases in notifications

**Feature request**
It would be great to have logging for utils.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_logging` with default `false`.

Start by locating the utils code and the existing configuration handling, then trace how notifications are produced. Clarify which utility operations should log and where logs should appear before implementing. Done means the new enable_logging option defaults to false and the agreed production logging behavior is covered.
