Add unit tests for controllers

**Feature request**
It would be great to have timeout for hooks.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_timeout` with default `false`.

Start by locating the controllers and hook handling in the Shell-based project, then find the existing configuration and test entry points. Clarify how hook timeouts should be configured and enforced; done means enable_timeout defaults to false and the intended timeout behavior is covered by unit tests.
