Add rate limiting for compression

**Feature request**
It would be great to have search for core.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_search` with default `false`.

First reconcile the title's compression rate-limiting request with the body’s search-for-core request. Locate the configuration handling for `enable_search` and the core search entry point; done should be defined by the clarified feature and include a default value of `false` if search is the intended scope.
