Add rate limiting for export

**Feature request**
It would be great to have timeout for config.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_timeout` with default `false`.

No file, test, or entry point is named. First clarify whether the request is export rate limiting or a configuration timeout, then locate the export path and existing configuration handling. Done should include an agreed option name, behavior, default, and tests for the specified production use case.
