Add rate limiting for logging

**Feature request**
It would be great to have compression for types.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_compression` with default `false`.

No files, tests, or entry points are named. First locate the configuration handling and the logging or type-processing code, then resolve whether the requested work is rate limiting or compression, since the title and body conflict. Done should include a clearly scoped behavior and the `enable_compression` default if compression remains the goal.
