Add rate limiting for serialization

**Feature request**
It would be great to have timeout for services.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_timeout` with default `false`.

The issue names no files or tests. Start by locating the service serialization and configuration entry points, then compare the title's rate-limiting request with the body’s timeout requirement. Done should include a clearly defined behavior and the new configuration option with its stated default.
