Handle edge cases in logging

It would be great to have serialization for parsers.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_serialization` with default `false`.

Start by locating the parser implementation, logging configuration, and existing config-option tests; the issue names no files or entry points. Confirm how serialization is expected to work for parsers and define done as a new enable_serialization option that defaults to false and supports the stated production use case.
