Support serialization configuration

**Feature request**
It would be great to have pagination for config.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_pagination` with default `false`.

Locate the configuration parsing and serialization entry points, then review how existing config options are declared and consumed. Implement the `enable_pagination` option with a default of `false`, determine how it should affect config pagination, and verify the default and enabled behavior with the relevant project checks.
