Add configuration options for compression

**Feature request**
It would be great to have import for models.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_import` with default `false`.

First reconcile the title's compression request with the body’s model-import request. Locate the configuration handling and model import entry points in the repository, then determine how the proposed enable_import option should affect production deployments and how its default can be verified.
