Add configuration options for pagination

It would be great to have export for controllers.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_export` with default `false`.

Start by locating the controllers and the configuration handling for the proposed enable_export option. Clarify whether the requested change concerns pagination or controller export, then define where the option belongs, its default behavior, and the tests needed to verify that export is disabled by default and enabled when configured.
