Description
XcodeProj supports specifying which language syntax highlighting is used for a file, via xcLanguageSpecificationIdentifier. We would like to be able to assign this via the XcodeGen project spec.
We have Bazel BUILD files which use python syntax, and we'd like to ideally set all BUILD files to be set to use python syntax.

Research direction
Start with Sources/XcodeProj/Objects/Files/PBXFileReference.swift and its xcLanguageSpecificationIdentifier property, then trace how the XcodeGen project spec represents file settings. Check how BUILD files are selected and generated, and consider the Python syntax use case described. Done means the project spec can assign Python highlighting to all BUILD files.
