Description
Recently I bumped from Swift 6.0 to 6.1 and after generation all upcoming concurrency features were disabled as well as the concurrency checking was set to minimal. I needed to manually set the flags in the project.yml file which wasn't needed when Swift version was set to 6.0.
SWIFT_UPCOMING_FEATURE_6_0: YES
SWIFT_STRICT_CONCURRENCY_DEFAULT: complete
Version: 2.43.0

Research direction
Start with the project.yml settings that reproduce the report and compare generated build settings for Swift 6.0 and 6.1, focusing on SWIFT_UPCOMING_FEATURE_6_0 and SWIFT_STRICT_CONCURRENCY_DEFAULT. Confirm whether generation should preserve the reported feature and complete concurrency-checking settings, then verify the result with the relevant project-generation checks.
