Description
This showed up in the migration to GHC 9.6 in our codebase. A type that should have been qualified was not. For some reason, GHC accepted this program with 9.4, but 9.6 it complained.

Research direction
Start by locating the code-generation path that emits sqlType invocations and reproduce the reported difference under GHC 9.6, using the migration context in the issue. Compare the generated qualification with the behavior accepted by GHC 9.4; done means the affected type is qualified correctly and the regression is covered by an available test or reproduction.
