Description

When the repository is outside of zero-install mode, running a yarn run command should only lazily install the workspace to which the run script belongs. This would make the install even faster in very large monorepos.

Research direction

Start at the yarn run command handling and trace how workspace installation is selected outside zero-install mode. The work is done when only the workspace owning the run script is lazily installed, with tests covering this behavior in a large monorepo.
