Adding the steps to configure WSO2 IS 7.x as an external identity provider using OIDC.

Current Limitation

In WSO2 IS 7.x versions, service providers cannot be configured via the Carbon Management Console. Therefore, WSO2 IS 7.x cannot be configured as an external identity provider as outlined in document [1].

Suggested Improvement

The documentation needs to be updated with instructions on how to create service providers in the WSO2 IS 7.x server in order to configure it as an external identity provider for the APIM server. Since service providers cannot be created via the Carbon Management Console in WSO2 IS 7.x, an application must be created through the WSO2 IS Console as outlined in document [1]. This has been tested in a local setup and the functionality has been validated.
