Research direction
Start with the Windows service installation page at the linked documentation URL and reproduce the reported failure on Windows 11 using the described elevated command prompt. Identify the elevation-related error behavior, then document the relevant error cases and troubleshooting guidance or link to an existing troubleshooting section. Done means the page covers the reported failure beyond the happy path.
