in Step 4 - Send usage data to the billing engine
under Obtain the consumer key and secret key pair by calling the dynamic client registration endpoint
in command, there is -d @payload.json but it not defined anywhere on the page. -
All command in step 4 needs to point to v0.16 instead of 0.15
