In the document [1], the point no 3 under "Step 3 - Install and configure the databases" starts with "If multi-tenancy is used". Therefore, users might skip that step when multi-tenancy is not used. But identity DB is a must for the identity server to function and the line "If multi-tenancy is used, you need to share the WSO2AM_DB with the Identity Server." can be moved into the note section after that.
