We should add one more detail to the documentation in [1] under Enabling self signup.
Say that the value under <SignUpDomain> should be kept as PRIMARY and also provide example values for the credentials section like below.
<AdminUserName>admin@wso2.com</AdminUserName>
<AdminPassword>admin@123</AdminPassword>
where wso2.com is the tenant domain.
