Description
$subject
The system allows deletion of a GenAI Application while active associations to LLM Providers and LLM Proxies still exist. Shouldn't we disallow this action?
Also, while there are associations to the application, it could be deleted. This action can be allowed.
Note: I could not delete a llm provider while it was used by a LLM proxy as expected

Research direction
Start by reproducing the deletion flows in the AI Workspace UI and trace the checks for associations between GenAI Applications, LLM Providers, and LLM Proxies. Clarify which deletion rules are intended, since the description contains conflicting statements. Done means the agreed association cases consistently allow or block deletion, including the provider-proxy case noted in the issue.
