Suggested Improvement
When network downtime occurs at the gateway controller environment, the controller will not be able to connect. In such situation, when reconnecting gateway controller should synchronize the configs based on the state available in control plane.

Research direction
Start by locating the gateway controller's connection and reconnection entry points, then trace how configuration state is retrieved from the control plane. Define the synchronization behavior for recovery after network downtime and verify that gateway configuration matches the control-plane state after reconnecting.
