[Bug]: Incorrect Policy invalidates the whole policy chain

Description
Incorrect Policy invalidates the whole policy chain which will remove all the existing attached policies for all the APIs.
Steps to Reproduce
In the API Create request define the attached policy version as v0.2 instead correct v0.
This will cause gateway to invalidate current policy chain and disregard all the attached policies.
Severity Level of the Issue
Severity/Critical (Core functionality is broken but there is a workaround. Need urgent attention)
