Setting Label Not Very Descriptive

Hey y'all, this is a pretty low priority problem, but I came across this last week and chatted with @iamthomasbishop and we agreed that this should get taken care of.

In short the setting description for allowing pingbacks on sites is not descriptive of what the setting does. If you go to https://WordPress.com/settings/discussion (the setting is titled the same thing in wp-admin) the full description of the pingback setting is "Allow link notifications from other blogs (pingbacks and trackbacks)"

In both iOS and Android the setting title is "Send Pingbacks" (and translated into other languages it is even less descriptive, in French for example it translates to "Envoi des Pings" or Send Pings)

I wonder if something link "Allow Link Notifications" or even "Allow Pingbacks" with a link to the help doc on pingbacks https://en.support.wordpress.com/comments/pingbacks/ would be more descriptive. If the second one, I think we should treat Pingback as a proper noun and not translate it.

Search the iOS project for the “Send Pingbacks” setting title and inspect its UI and localization entries. Compare the available wording with the WordPress.com description and linked pingbacks help page; done means the setting is more descriptive and its intended translation behavior is defined.
