Feedback from kishanbagaria in A8C Slack:
ux feedback: whenever i open a new comment thru the notifications tab, there's at least a second where there's no body content -- i see author name and actions but no comment text. this makes me think the comment is empty until it loads. perhaps the loading state can be improved w skeleton loading etc.?

- Skeleton view for comment before it's loaded

- No skeleton view
