Description
When there's no internet connection and no data for a given site, "Inights" tab shows the cards with "Error occurred" message instead of full screen "Unable to load content" message. Period tabs (days, weeks, months, years) display the expected message.
Expected behavior
"Unable to load content" message is shown on Insights tab
Actual behavior
Cards are shown with "Error occurred" message on Insights tab
Steps to reproduce the behavior
- Open Jetpack
- Turn off internet connection
- Open Stats
- Select Insights tab
Tested on [device], iOS [version], Jetpack iOS / WordPress iOS 22.9

Research direction
Reproduce the issue in the Stats Insights tab with the internet connection disabled, then compare its behavior with the period tabs, which already show the expected message. Done means the Insights tab displays the full-screen "Unable to load content" message instead of cards with "Error occurred".
