Description

Expected behavior

When logging in, the dashboard cards should load normally. The ""All cards are hidden" should only be shown if the cards are truly hidden.

Actual behavior

When logging in, the dashboard displays a "All cards are hidden" message for a moment before loading the dashboard cards.

Steps to reproduce the behavior
  1. For best results use a slow internet connection
  2. Log in to a WP.com account on the Jetpack app
  3. Notice the "All cards are hidden" message is shown briefly on the dashboard before the cards are shown
Tested on Samsung Galaxy S10, Android 12, JPAndroid 24.2 release
